Our Mission

The Community Tax & Financial Outreach Foundation’s mission is to expand access to free, IRS-compliant tax preparation and e-filing for eligible individuals and families. We strive to remove barriers to tax assistance, help people access the tax benefits for which they qualify, and strengthen financial well-being throughout the communities we serve.

Tax Access • Financial Wellness • Stronger Communities

Stephanie Hughes is a Certified Public Accountant and owner of Stephanie C. Hager, CPA LLC, where she provides tax preparation, accounting, and financial services to businesses in Alaska. Through her practice, she helps clients navigate tax compliance, financial reporting, bookkeeping, and business financial management.

With a commitment to helping individuals and businesses make informed financial decisions, Stephanie founded the Community Tax & Financial Outreach Foundation in 2026 to expand access to free tax preparation and financial wellness resources for eligible individuals and families.

Through the Foundation, Stephanie is working to build community partnerships, develop volunteer-based tax preparation services, and reach individuals and families who face barriers to accessing professional tax assistance, particularly in the Mat-Su Valley and surrounding Alaska communities.

Stephanie believes that access to reliable tax assistance and practical financial education can help individuals and families make the most of their financial resources and contribute to stronger communities throughout Alaska.

Board of Director

Christopher Hager brings a background in computer science and information technology, combining technical expertise with entrepreneurial experience and real-world problem-solving. He is the developer of Bristol Maps, a navigation and fishing management application developed under Bygone Fisherman LLC.

Drawing on his technical background and 25 seasons as a Bristol Bay commercial fisherman, Christopher developed Bristol Maps to address the limitations of traditional nautical charts in Alaska’s rapidly changing waterways. The platform integrates georeferenced satellite imagery, offline mapping, tender tracking, and fishing gear management tools to support navigation and operations in remote waters.

Christopher’s work reflects his ability to apply technology to complex, practical challenges, with an emphasis on developing useful digital tools for Alaska’s communities and industries. As a member of the Community Tax & Financial Outreach Foundation’s Board of Directors, he contributes technical knowledge and an innovative, solutions-oriented perspective.
